Indonesia’s Directorate General of Population and Civil Registration (Ditjen Dukcapil) has announced an international tender for a facial recognition liveness detection system intended to upgrade the country’s Digital Population Identity (IKD) application, according to Identity Week.

The tender follows earlier steps tied to the IKD app and the broader rollout of Indonesia’s digital identity system, including plans described as a limited launch of the digital ID system. Separate reporting has also described the country’s Ina Pass digital ID effort and its plan to use selfie biometrics for registration.

The procurement is tied to the “ID for Inclusive Service Delivery and Digital Transformation in Indonesia” program and is financed through a World Bank loan (IBRD-9520-ID) using a direct payment method. The tender is framed as part of an upgrade to Indonesia’s population data and civil registration platform, with an emphasis on enabling advanced remote onboarding supported by passive facial liveness detection.

Under the tender’s scope, the selected vendor would provide a facial liveness detection system and deliver a software development kit (SDK) that can be integrated into the existing IKD mobile application. The specification calls for integration at scale, with the procurement structured around a transaction-credit model rather than a fixed number of users.

One of the central requirements is the provision of 16,092,000 passive liveness credits, described as perpetual and non-expiring. The tender describes the credits on a per-transaction basis, with one credit intended to correspond to a successful passive liveness transaction.

Deployment requirements include hosting on private or virtual private cloud (VPC) infrastructure located in Indonesia. The contract duration is listed as 12 months from the effective date, indicating the supplier is expected to deliver the solution, complete integration work, and support the deployment within that period.

The tender is being run as an international competitive procurement. Identity Week reports that bids are due by 12:00 WIT on March 10, 2026. The submission requirements cited include a Bid-Securing Declaration, and the award process is expected to include beneficial ownership disclosure.

The tender’s combination of SDK integration, a large pool of non-expiring transaction credits, and Indonesia-based hosting requirements sets technical and compliance parameters for bidders.
