The authority managing India’s foundational Aadhaar identity program is taking new steps to fortify the world’s largest biometric system against emerging threats, launching an initiative to source domestically developed technologies for liveness detection and contactless fingerprint capture.
The Unique Identification Authority of India (UIDAI) is specifically seeking new liveness detection technologies to combat fraud from sophisticated presentation attacks, including deepfakes and injection attacks. Simultaneously, the agency is looking to integrate contactless fingerprint capture capabilities, a move that would enhance both hygiene and efficiency for the billion-plus user system.
While the stated goal is to enhance security and maintain public trust in the critical national infrastructure, the initiative reveals a dual strategic priority. By explicitly seeking solutions from the domestic market, the Indian government is leveraging its immense purchasing power as a form of industrial policy. This is a clear extension of the “Make in India” initiative, aimed at fostering a self-reliant and globally competitive technology sector.
Aadhaar’s sheer scale makes it a uniquely powerful incubator. Any technology company that can successfully develop and deploy a liveness or contactless biometric solution for UIDAI will have proven its capabilities at a scale unmatched almost anywhere else in the world. This government-created domestic demand incentivizes local research and development, attracts investment, and cultivates specialized talent within India’s tech ecosystem.
The procurement initiative builds on UIDAI’s ongoing efforts to enhance the system’s security. Earlier this year, Swedish firm Precise Biometrics had its BioLive anti-spoofing solution approved for the Aadhaar system, demonstrating the authority’s commitment to integrating advanced presentation attack detection technologies. The agency has also been piloting Aadhaar facial authentication for exam security, expanding the system’s use cases beyond traditional identity verification.
UIDAI has been systematically strengthening Aadhaar’s capabilities while managing the massive system’s day-to-day operations. The agency recently waived biometric update fees for children aged 5-17 to ensure accurate records as children grow, and launched a mobile app for QR-based Aadhaar sharing to enhance digital convenience. The authority has also maintained OTP as part of Aadhaar’s multi-method authentication framework, ensuring flexibility for users across different contexts.
India has been aggressively expanding Aadhaar’s integration into critical services. The government recently mandated Aadhaar biometric verification for new mobile SIM cards to combat fraud, and has begun enabling Aadhaar-linked biometric UPI payments, allowing fingerprint or facial recognition to replace PINs for financial transactions.
The system has also been working to address longstanding maintenance requirements, with UIDAI mandating biometric updates for children’s Aadhaar by age seven to ensure records remain accurate as biometric features develop. Additionally, the authority has enabled biometric data locking features to give citizens greater control over their information and protect against unauthorized access.
An Indian firm that wins a contract to secure Aadhaar instantly gains a powerful global calling card. It can demonstrate a track record of performance, reliability, and scalability that makes it highly competitive when bidding for national identity projects in other countries. Therefore, this procurement initiative is more than just a security upgrade; it is a calculated strategy to transform a domestic need into a global export opportunity, using the state’s own requirements to build national champions in the strategic high-tech sector of biometrics and digital identity.
As biometric innovation in India continues to flourish beyond Aadhaar, UIDAI’s procurement initiative represents a strategic investment in both national security and industrial development, positioning Indian companies at the forefront of the global biometric technology market.
