India’s government is preparing to further enmesh Aadhaar into its own HR management, with a recent announcement that government employees will soon only receive their salaries if they are enrolled in the biometric time and attendance tracking system.
Aadhaar is India’s national biometric citizen registry, and it has been used in a wide range of applications, including time and attendance tracking for government employees. First announced in late 2014, the project saw some foot-dragging from certain quarters as it was implemented; but it appears that now any lagging departments will need to catch up if they want to receive their pay.
As with so many other Aadhaar projects in the country, the aim here is to engender greater transparency and accountability; in issuing the order, the government asserted that its intention is “to ensure punctuality in the government offices and establishments, hassle-free and leakage-free distribution of benefits to various sections of the public and to promote transparency and efficiency in the government system.”
The requirement will also extend to pensioners, requiring that they also perform Aadhaar biometric enrollment in order to receive their pension subsidies. For them and all government employees concerned, the deadline is the end of March.
