The Government of India has implemented a new requirement making farmer ID mandatory for new applicants to the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) scheme. This digital identification system aims to verify land ownership and streamline the registration process for the welfare program, building upon India’s existing Aadhaar-based welfare payment infrastructure.
Under the PM-Kisan scheme, eligible farmer families receive Rs 6,000 annually, distributed in three installments of Rs 2,000. The program, launched in February 2019, is fully funded by the Central Government to support small and marginal farmers with agricultural input costs.
The farmer ID system creates a unique identifier that links to state land records and contains demographic and crop information. This approach mirrors successful implementations like the Orissa state’s Aadhaar-linked farmer identification system, which has demonstrated the effectiveness of digital authentication in agricultural services. Currently, the requirement is being enforced in ten states: Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, and Uttar Pradesh. These states represent approximately 84 percent of total PM-Kisan beneficiaries.
The initiative is part of the broader Digital Agriculture Mission’s Agri-Stack component, which aims to establish a comprehensive Farmer’s Registry. This digital infrastructure project represents a significant advancement in India’s agricultural digitization efforts, following the country’s broader push toward digital transformation in public service delivery. The government has set a target of creating 60 million farmer IDs by March 2025, with 10 million IDs already generated as of early January.
The PM-Kisan scheme operates through a Direct Benefit Transfer mechanism, depositing financial assistance directly into beneficiaries’ bank accounts. This integration aligns with India’s larger strategy of using digital identity systems to improve welfare program efficiency and reduce fraudulent claims.
