ID Tech Digest – August 4, 2025

Welcome to ID Tech’s digest of identity industry news. Here’s what you need to know about the world of digital identity and biometrics today:

NIST Finalizes Digital ID Guidelines Update With Tougher Biometric Rules

NIST has published Revision 4 of SP 800-63, its first full update since 2017. The 360-page guidelines overhaul identity proofing, authentication, and federation standards, formalizing requirements for passkeys, digital wallets, and risk-based authentication. New rules mandate presentation attack detection (PAD) at the highest assurance level, prohibit single-factor biometric login, and require accessible alternatives for users unable to present biometrics. The update also addresses synthetic identity threats and introduces a Digital Identity Risk Management (DIRM) model. NIST will release conformance tools and implementation resources in the months ahead.

India Uses Biometrics to Confirm Identities of Pahalgam Attackers

Indian authorities have conclusively identified three Lashkar-e-Taiba militants killed in Operation Mahadev as Pakistani nationals, using NADRA biometric data, GPS logs, and DNA evidence. Fingerprint templates and facial images were recovered from a micro SD card, and a Garmin GPS watch matched the attackers’ movements at the crime scene. Home Minister Amit Shah told Parliament the July 28 encounter followed months of tracking, culminating in a joint CRPF and Army operation. The update strengthens India’s dossier alleging Pakistani state support for the April 22 Pahalgam massacre.

ROC Achieves MOSIP Compliance, Expanding Global Digital ID Reach

U.S. biometrics firm Rank One Computing (ROC) has achieved official MOSIP compliance for its multimodal ROC ABIS and SDK, enabling governments to procure its solutions via the MOSIP Marketplace. The certification follows extensive testing and supports fingerprint, face, and iris matching aligned with open digital ID standards. MOSIP currently supports 26 countries, including Sri Lanka, which is targeting a mid-2026 pilot. The milestone follows ROC’s recent appointment of former DoD biometrics architect Sam Cava and top-tier NIST FRTE rankings, signaling the company’s global expansion strategy.

AccessBank Liberia Launches Biometric ATMs and Digital Payment Tools

AccessBank Liberia has rolled out the country’s first fingerprint-only ATMs, along with two new digital platforms: Smart Fees Payment for school tuition and Online Statement Access. CEO Vezele K. Gbogie called the launch a leap forward in financial accessibility. The Smart Fees platform integrates with MTN and Orange mobile money services, while the online statement tool delivers PDFs on demand. Central Bank Director Miatta Kuteh endorsed the move as aligning with national financial inclusion goals. ABL has invested over $500,000 in cybersecurity to support the expansion.

Cameroon Deploys Rapid Biometric ID Program in the Far North

Cameroon has launched a rapid biometric identity enrollment campaign in the Far North region to reduce ID backlogs and assist internally displaced persons (IDPs). The program builds on a 15-year build-operate-transfer agreement with German firm Augentic and aims to cut six-month-plus ID wait times. Enrollment centers offer 48-hour card delivery using real-time biometric verification. Officials say the initiative will help combat fraud, enhance public services, and promote social inclusion in conflict-affected areas. Further rollout across the country is expected in the coming months.

Kenya Reinstates Biometric ID Checks in Public Healthcare System

Kenya has scrapped its OTP-based patient verification system and reinstated biometric identity checks across public hospitals. The move follows technical failures and fraud associated with the OTP method, which left many rural patients without access to care. Biometric devices are being rolled out to all hospital levels, enabling fingerprint and facial recognition linked to a central SHA database. Officials say the change restores trust and improves service efficiency. The update aligns Kenya with broader digital ID modernization efforts underway across Africa.
