ID Tech Digest – August 26, 2026

August 26, 2026

Welcome to ID Tech’s digest of identity industry news. Here’s what you need to know about the world of digital identity and biometrics today:

Arizona and LexisNexis Risk Solutions Put the Birth Certificate on a Phone

LexisNexis Risk Solutions has launched a digital birth credential in collaboration with the Arizona Department of Health Services and the Arizona Department of Transportation, allowing state-born residents to store and present verified digital birth certificates on mobile devices. Operating via the LexisNexis VitalChek records platform, the statewide initiative enables citizens to present mobile birth credentials for Motor Vehicle Division transactions, mitigating identity theft risks associated with paper documents. The rollout represents the first digital birth credential deployed in the United States, advancing state-level mobile identity ecosystems alongside expanding mobile driver’s licenses.

Court Blocks Federal Demand for the Commercial Driver Licence Database

A federal judge in the Eastern District of Virginia has issued a temporary restraining order blocking the Federal Motor Carrier Safety Administration from acquiring the complete Commercial Driver License Information System database, which contains records on roughly 17 million commercial drivers. Senior District Judge Anthony J. Trenga ruled in favor of 21 states and the District of Columbia, finding that the federal agency does not own the state-held records and failed to provide confidentiality assurances against sharing driver personal data with immigration enforcement agencies. The decision also bars the federal government from withholding more than $10 million in statutory funding from the American Association of Motor Vehicle Administrators.

Egypt Opens Biometric Verification for Remote Telecom Services as Rights Groups Object

Egypt’s National Telecom Regulatory Authority has initiated a pilot program embedding electronic biometric verification directly into mobile operator applications, allowing subscribers to execute identity checks and digital signatures remotely. Developed with CyShield and national IT agencies, the system connects directly with the Ministry of Interior’s Civil Status Sector to curtail unauthorized SIM registrations following recent regulatory referrals to public prosecutors. However, a coalition of human rights organizations has formally petitioned the authority to withdraw the mandate, raising legal and privacy objections under Egypt’s data protection framework regarding operator handling of sensitive biometric files.

Iraq Needs Legal Change Before National ID Cards Can Replace Biometric Voter Cards

Iraq’s Independent High Electoral Commission has confirmed that the unified national identity card cannot replace the biometric voter card at polling stations without legislative amendments to the national election law. Following a joint coordination directive from Prime Minister Ali al-Zaidi to prepare the unified card for voting, electoral officials noted that while technical systems are capable of transitioning, the existing statutory framework under Election Law No. 12 of 2018 legally mandates biometric voter credentials. The commission continues to maintain its biometric voter registry, which utilizes multimodal fingerprint and facial verification to prevent duplicate voting.

GSA Seeks Device Fingerprinting for Login.gov to Separate People From Bots and AI Agents

The U.S. General Services Administration has issued a request for information seeking advanced device fingerprinting for Login.gov to protect the federal authentication portal against account takeovers, synthetic identities, and automated agentic AI threats. The procurement aims to deploy real-time risk scoring across browser and device signals capable of unmasking malicious traffic attempting evasion via residential proxies, VPNs, or browser tampering. The solicitation comes as federal oversight bodies urge enhanced fraud controls to mitigate automated threats stemming from large language model agents and sophisticated botnets.

NADRA and PTA Split Over Who Should Run Face Checks for Pakistani SIM Sales

Pakistan’s National Database and Registration Authority and the Pakistan Telecommunication Authority have presented divergent positions regarding the operational model for facial recognition SIM verification. While the telecom regulator indicated that NADRA declined to offer the PakID app for retail SIM issuance, NADRA clarified that biometric verification must occur via retail operator capture devices rather than consumer edge applications to maintain verification integrity. Under the proposed framework, retail outlets will capture biometric data for real-time validation against the central identity warehouse without storing local biometric templates.

Norway Moves to Regulate Smart Glasses and Weighs Banning Face Matching in Public

Norway’s Ministry of Digitalisation has announced plans to introduce stricter regulations on smart glasses and wearable devices, including evaluating a potential prohibition on public facial recognition features. Digitalisation Minister Karianne Tung stated that the government will appoint an expert advisory group to address privacy threats posed by consumer hardware integrating AI assistants, microphones, and optical sensors capable of identifying bystanders without consent. Consumer advocacy groups have welcomed the regulatory initiative, urging retail sales pauses until comprehensive legal safeguards against covert surveillance are enacted.

Precise Biometrics Reports Wider Loss in First Results Since Fingerprint Cards Merger

Biometric algorithm provider Precise Biometrics has released its second-quarter financial report, marking its first earnings disclosure since finalizing its merger with Fingerprint Cards. The company posted quarterly net sales of SEK 14.7 million alongside an operating loss of SEK 10.8 million, reflecting near-term headwinds across the mobile biometric sector and SEK 1.8 million in one-off transaction expenses. Following the reporting period, the company concluded a rights issue generating SEK 100 million before costs to support ongoing integration efforts and drive commercial expansion in physical access and palm biometric solutions.

Switzerland Sets November 2 Start for Its Biometric Identity Card

The Swiss Federal Council has approved revisions to national identity document ordinances, establishing the legal foundation to issue a biometric identity card beginning November 2, 2026. The upgraded card incorporates a secure microchip storing a facial image and two fingerprints to align with European Union travel standards, while Swiss citizens maintain the option to request standard non-biometric cards for domestic use. Managed by the Federal Office of Police, the rollout keeps existing application fee structures and operates alongside ongoing legislative preparations for Switzerland’s distinct digital E-ID framework.
