ID.me, Servos, and ServiceNow Target State Benefits Administration

ID.me, Servos, and ServiceNow have announced a collaboration to modernize how state health and human services agencies run identity verification and benefits, embedding ID.me’s digital identity wallet into ServiceNow workflows. The partnership pairs ID.me’s identity layer and the ServiceNow AI Platform with implementation work from Servos, a ServiceNow partner focused on government agencies.

The pitch is a single platform to replace aging eligibility systems. The companies say the combined offering spans citizen-facing portals for handling SNAP, Medicaid, and TANF recertifications, automated caseworker workflows for redeterminations and work-requirement attestations, and a data integration layer that connects to legacy eligibility systems and federal databases without wholesale replacement. ID.me’s role is to verify identities up front, which the partners frame as a way to cut duplicate, error-prone, and fraudulent applications before they reach caseworkers.

The timing is tied to new federal requirements. The partners point to last year’s reconciliation bill, H.R. 1, which they say creates operational obligations for state agencies, including twice-yearly redeterminations for Medicaid expansion adults and expanded work-requirement verifications, and requires states with SNAP payment error rates above six percent to fund a share of their own benefit costs. Those demands, the companies argue, strain the legacy systems states have relied on.

“States have a once-in-a-decade opportunity to modernize legacy systems the right way,” said Melissa Hensley, Head of HHS at ID.me. ServiceNow’s Darris Adkins said more than 90 million US adults already have an ID.me account for accessing government portals, which the partners say should speed adoption of citizen-facing services.

ID.me has been extending its reusable identity across public-sector health programs, including a partnership with Verisys on provider identity and credentialing for state Medicaid agencies, and its role in consumer-facing government access, as when Medicare.gov added biometric login options via Login.gov, ID.me, and CLEAR.
