Identity orchestration company Hopae says it has plugged India’s digital identity rails into its platform, giving customers a single route to verify people against two of the country’s largest systems: the DigiLocker document service and the PAN tax-identity database. The company describes the addition to its Hopae Connect product as bringing the reach of India’s identity infrastructure within one integration that customers already hold. Hopae Connect is the company’s orchestration layer for accepting national electronic IDs and building digital wallets, and the India addition means its customers can reach DigiLocker and PAN through the same connection they use for other countries’ identity rails, rather than integrating each system separately.
The hook is scale. Hopae notes that India’s Aadhaar is the world’s largest digital identity program, with what it puts at 1.45 billion enrolled individuals, and that DigiLocker, launched under the Digital India initiative, has more than 680 million active users who can consent to share information drawn from their Aadhaar records. DigiLocker and PAN are two pillars of the digital public infrastructure India has built around Aadhaar. On top of that document-sharing flow, Hopae says it layers a selfie-to-Aadhaar-photo match that checks a live user against their Aadhaar image, which it frames as raising assurance to a biometric-grade, multi-factor level.
The second piece is India PAN, the Permanent Account Number that serves as the country’s foundational tax identity, with more than 780 million issued. Hopae says instant PAN verification is useful for workforce onboarding and employment checks, a capability its customers can now offer directly. Because any Aadhaar holder can activate DigiLocker as part of the flow, the company argues, the integration effectively extends high-assurance verification across India’s full identity base.
The move connects a verification vendor to identity systems that anchor a growing share of Indian life, where the government has tightened the role of Aadhaar in tax identity by requiring Aadhaar authentication for all new PAN cards and where states have begun layering biometrics onto services, as when Himachal Pradesh launched Aadhaar-based face authentication for ration distribution. The enrollment and issuance figures cited come from Hopae.
