India to Require Aadhaar Authentication for All New PAN Cards from July 2025

India’s government is preparing to make Aadhaar authentication the sole route for obtaining a new Permanent Account Number (PAN), a move that underscores how deeply the 12-digit digital ID has become embedded in everyday life. Senior Central Board of Direct Taxes (CBDT) officials told multiple news outlets that a formal rule, expected to be notified in the Gazette shortly, will require every PAN applicant to complete Aadhaar e-KYC—whether by one-time password (OTP) or biometric match – starting July 1, 2025.

Why PAN-Aadhaar Integration Matters

PAN is the taxpayer’s primary identifier in India, while Aadhaar is the world’s largest biometric identity system, covering more than 1.3 billion residents. Linking the two helps prevent duplicate or fake PANs that can be used for tax evasion, and it also streamlines online services. As of March of last year, India had about 740 million PAN holders, with 605 million already linked to Aadhaar, according to figures cited by The Economic Times.

Today, applicants can still submit paper forms with alternative IDs, while online filers may choose Aadhaar OTP authentication. Under the draft rule, Aadhaar authentication becomes mandatory for every new PAN, eliminating other ID options and making Aadhaar the single point of verification. CBDT officials say the change will reduce processing times because the tax portal can retrieve demographic data directly once Aadhaar credentials are confirmed.

Deadlines and Exemptions for Existing Holders

The upcoming rule does not alter the broad linkage regime introduced earlier. Most existing PAN holders were already required to link by 30 June 2023 (or pay a late fee to link thereafter). Separately, Notification 26/2025 set a 31 December 2025 deadline for a narrower group – individuals who received their PAN using an Aadhaar enrolment ID before 1 October 2024 – to update Aadhaar details or risk their PAN becoming inoperative on 1 January 2026.

Residents without Aadhaar, including many non-resident Indians and people in Jammu & Kashmir, Assam, and Meghalaya, may still apply for PAN with alternative documents such as passports. CBDT has not yet clarified whether these exceptions will remain once the new rule takes effect.

The planned mandate follows a wave of Aadhaar-driven initiatives aimed at simplifying public services, from the UIDAI’s new QR-sharing mobile app to pilots that use face authentication for high-stakes exams like NEET. Private firms are also investing: AU10TIX recently opened a Bengaluru tech hub to support India’s digital identity transformation.

Although policymakers frame the PAN overhaul as a fraud-fighting measure, privacy advocates note that India’s Digital Personal Data Protection Act 2023 requires explicit consent and careful handling of biometric data. The Income Tax Department has not indicated that fingerprint or face scans will be compulsory for PAN issuance; in most cases, an Aadhaar-linked OTP may suffice.

With Aadhaar woven into everything from welfare payments to telecom registration, making it standard for tax IDs is less a technical leap than a marker of India’s accelerating shift toward full-spectrum digital identity.
