Georgia Launches Tender for National Digital ID Wallet Development

Georgia has initiated a tender process to develop a national digital identity wallet system, seeking candidates to build a proof of concept that will enable the country’s citizens and businesses to securely manage their digital identities.

The Public Service Development Agency (PSDA), which oversees public services, citizen registry, and identity document issuance in Georgia, is managing the tender process. The project is being financed through the World Bank’s Georgia Relief and Recovery for Micro, Small, and Medium Enterprises project, which has allocated US$102.9 million in total funding.

The digital ID wallet system will provide secure credential issuance based on personal identification data from Georgian ID cards, while ensuring compliance with EU’s General Data Protection Regulation (GDPR). The system will support issuer, holder, and verifier functions and maintain compatibility with the eIDAS ecosystem and EUDI Wallet Architecture and Reference Framework (ARF). Future integrations may include eID services for identity verification, KYC checks for financial services, and credentials for travel, healthcare, and education.

The project encompasses IT systems implementation and integration, software development, customization, commissioning, and training over an estimated 18-month period.

Candidates must show experience working with multiple countries and organizations, and demonstrate previous completion of contracts worth at least $2 million involving Service Level Agreements and 100,000 registered users.

The deadline for submitting initial selection documents is March 18th, 2025, with the request for proposal expected to be issued in April 2025.

This development follows similar initiatives across Europe. Italy has announced the EU’s first digital identity wallet with beta testing planned for 2025, while Finland is expanding its EU digital wallet testing for travel applications.

The PSDA will proceed with candidate selection following the March submission deadline.
