The Federal Motor Carrier Safety Administration retired its legacy Unified Registration System and certain FMCSA Portal features today, replacing them with Motus, the agency’s new consolidated USDOT registration platform. The transition affects motor carriers, freight brokers, and other entities required to maintain FMCSA registration.
The identity-related core of Motus is FMCSA’s partnership with IDEMIA, contracted to incorporate stronger identity-verification protocols into the new system. Julie Otto, from FMCSA’s Office of Registration, described the IDEMIA contribution as providing “stronger identity-verification protocols, enhanced data validation, and more secure account-management features.” IDEMIA’s technology is already deployed by the Transportation Security Administration at U.S. airports. The Federal Register notice for Motus availability was published April 29, 2026.
Login.gov integration is also confirmed as a component of Motus. FMCSA documentation specifies that the Login.gov email for the Company Official in the FMCSA Portal must match the Login.gov email used to log into Motus in order to link a USDOT Number with a new Motus account. All new industry entrants must be verified through the system, and existing registrations must be verified when users access Motus for the first time after system activation, beginning May 19, 2026.
The IDEMIA integration in Motus draws on the same federal identity-proofing relationship established through IDEMIA’s $194.5 million Login.gov contract in January 2025, a GSA Blanket Purchase Agreement covering identity document capture and verification for federal systems. IDEMIA’s federal identity proofing capabilities were further assessed in IDEMIA’s DHS identity proofing benchmark results from March 2026, in which IDEMIA Public Security ranked first for selfie-to-document matching accuracy and met every DHS presentation attack detection threshold.
Legacy systems being retired include the Unified Registration System, relevant FMCSA Portal features, and the L&I system features that supported prior registration workflows. Existing motor carriers, freight brokers, and other regulated entities will need to complete identity verification when they first access Motus on or after May 19, 2026, with new applicants subject to verification at the point of entry.
