The EU Digital Wallet Consortium (EWC) has released version 2.2 of its Request for Comments (RFC) documentation, introducing two new specifications aimed at enhancing payment capabilities within the EU Digital Identity Wallet ecosystem. This development builds upon the EWC’s earlier white paper on payment integration published in late 2024.
The update is part of the EWC Large-Scale Pilot (LSP) initiative and includes RFC-007: Payment Wallet Attestation v1.1 and RFC-008: Payment Data Confirmation v1.0. These specifications establish standardized protocols for integrating payment functionality into digital identity wallets, a crucial step as member states like Italy prepare for their first EUDI wallet implementations.
RFC-007 focuses on strengthening the attestation protocols that enable wallet-banking integration. The specification enhances Strong Customer Authentication (SCA) mechanisms and establishes trust frameworks between digital wallets and payment service providers. This lines up with existing European banking security requirements while adapting them for digital wallet implementations, building upon the cross-border standards recently adopted by the European Commission.
The newly introduced RFC-008 creates a standardized methodology for wallets to confirm payment data with issuers and relying parties. The specification addresses the technical requirements for ensuring reliable transaction processing and verification within the digital wallet ecosystem, incorporating lessons learned from existing national digital ID implementations across the EU.
Both RFCs are designed to ensure technical compliance, interoperability, and security across different implementations while maintaining alignment with broader EU Digital Identity standards and the evolving eIDAS 2.0 framework. The specifications provide a framework for wallet providers, payment service providers, issuers, and verifiers to implement consistent payment functionality, supporting the EU’s vision for a unified digital identity system.
EWC partners are now expected to implement these specifications in preparation for upcoming Interoperability Test Bed (ITB) evaluations, which will verify compliance and compatibility across different wallet implementations. These tests will be conducted through the recently launched eIDAS-Testbed platform, which has already begun validating the first open-source EUDI wallet implementations.
