Dutch Municipalities Demonstrate Proof-of-Birth Credential Flow Using EUDI Wallet and OOTS

Dutch public-sector actors have demonstrated a proof-of-birth credential flow that allows a citizen to retrieve a municipal birth certificate and load it into a digital identity wallet compliant with the European Digital Identity Wallet framework.

According to the Dutch government’s Digital Government platform, the demonstration showed municipal source data being accessed and issued into an EUDI Wallet using the Once-Only Technical System as part of the secure data exchange pathway. The birth certificate was presented as a concrete example of municipal evidence that can be made available through a compliant wallet architecture.

The demonstration was carried out during a hackathon and involved a resident of the municipality of Rijswijk. The setup relied on Once-Only Technical System infrastructure to enable evidence exchange and a Qualified Trust Service Provider authorized to issue official digital attestations. The trust service provider component aligns with eIDAS-based requirements for issuing verified attributes in digital form.

In the Dutch account, the flow allowed the resident to retrieve proof of birth from a municipal source without repeatedly submitting the same evidence to different public authorities. The resulting credential could then be stored in an EUDI Wallet, illustrating how local government data sources can be integrated into the emerging European digital identity framework.

At the EU level, the European Commission describes the Once-Only Technical System as a building block intended to reduce administrative burden by enabling public administrations to exchange evidence data securely and across borders. OOTS is a core component of the Single Digital Gateway framework.

Industry coverage has described the Dutch demonstration as a test of interoperability between OOTS infrastructure and EUDI Wallet implementations, with the proof-of-birth credential serving as a representative municipal use case.
