Delaware has partnered with IDEMIA to provide its residents with secure digital IDs. The state will specifically be adopting IDEMIA’s Mobile ID app, which allows users to store a digital version of their ID on their own mobile device.
To create a digital ID, users will first need to take and upload a photo of their physical driver’s license. They will also need to take a selfie to prove that the true owner is present and is in possession of the document. That selfie will be matched to that person’s file with the state’s Division of Motor Vehicles (DMV) for verification.
The digital ID will be generated once the document photo and the match have been approved. From there, the user will be able to access their digital ID through the Mobile ID app on their phone, which can be unlocked with either face or fingerprint recognition.
Mobile ID will give Delaware residents more control over their personal information. For example, they can use the app for proof of age while buying age restricted goods like alcohol, and can do so without disclosing any other personal information (such as an address) that would normally be visible on a physical card. Businesses, meanwhile, can rest assured knowing that any information they are given will be as up-to-date as possible.

Delaware is the second state to adopt Mobile ID, after Oklahoma did so back in 2019. IDEMIA has since updated the Oklahoma app to support the Real ID licensing program.
The Mobile ID app is available on iOS and Android devices. IDEMIA has also used its Mobile ID technology to create Digital Travel Credentials for the travel industry.
