D-AI And Saudi PIF Agree On National AI And Digital Identity Infrastructure Partnership

European AI infrastructure provider D-AI has signed a multi-year Memorandum of Understanding with Saudi Arabia’s Public Investment Fund to develop sovereign data centers, cloud platforms, and digital identity frameworks that will underpin the Kingdom’s long term digital transformation strategy under Vision 2030. The partners say the collaboration is structured to ensure that control over critical data, infrastructure, and security protocols remains within Saudi jurisdiction. Saudi Arabia has been rapidly expanding its digital identity capabilities, with the Absher platform surpassing 28 million digital identities and recent policy changes enabling digital ID use for foreign property ownership.

Under the MoU, D-AI will design and deploy national data centers capable of supporting large-scale AI training, cybersecurity operations, and other sensitive workloads for government entities. The company will also work with Saudi digital authorities on next-generation digital identity and citizen service platforms aimed at enabling secure, seamless access to online government services. The emphasis on sovereign cloud infrastructure is intended to guarantee that data is stored and processed domestically, aligning with national security and data residency requirements. IDEMIA has signed similar agreements with Saudi entities to deploy AI-driven biometric solutions, while Estonia has partnered with Saudi Arabia to build a national digital ID system based on the e-Residency model.

D-AI and PIF frame the agreement as a departure from traditional models in which external technology vendors retain significant intellectual control over strategic platforms. Instead, the partnership seeks to build local technical capacity through training programs for Saudi engineers, policymakers, and technical leaders, with the goal of allowing domestic teams to operate and expand the infrastructure independently over time.

For the digital identity ecosystem, the announcement underscores how national cloud and AI investments are increasingly intertwined with identity platform modernization. The planned rollout of digital identity frameworks as part of the same initiative that funds large AI and data center projects reflects a broader recognition that secure identity is foundational to e-government services, digital economy growth, and cyber resilience.
