Cyprus has taken a significant step towards digital transformation with the launch of its “Digital Citizen” program this week. The effort allows Cypriot citizens to store and access important documents such as identity cards, driving licenses, and vehicle registration certificates in digital format.
The digital ID system, known as IDMe.cy, was approved by the Cypriot government in October 2024, with plans to issue 100,000 digital IDs. To encourage adoption, the first 30,000 digital IDs will be distributed free of charge, while the remaining 70,000 will be available at a subsidized rate of €15. These digital IDs will be valid for three years and can be renewed thereafter.
The digital ID serves multiple purposes, including identity verification, authentication, and digital document signing. It is designed to facilitate easy and secure access to both government and private sector services. The system has already been integrated into the building permit application process and is expected to be merged with other important government services such as taxation, transport, and business registration.
To use the “Digital Citizen” app, citizens must first create and activate a CY Login profile and enable Two-Factor Authentication for security purposes. The digital documents generated through the app can be verified using a QR code, ensuring their authenticity for both public services and private entities.
The launch of Cyprus’s digital ID system aligns with the European Union’s eIDAS 2.0 regulation, which mandates the issuance of digital identities and digital wallets by 2026. The Cypriot digital ID has received mutual recognition from the European Commission with a “high” level of assurance, in compliance with the eIDAS regulation.
This is part of a broader EU effort to establish a unified digital identity system across member states, ensuring interoperability and security, as outlined in the European Commission’s standards for cross-border digital identity wallets.
This digital transformation is expected to streamline processes, reduce bureaucracy, and improve the overall efficiency of government services. It also aims to enhance the country’s digital skills level. The government plans to continue expanding the range of services available through the digital platform, further simplifying citizens’ interactions with the state.
The official launch event for the “Digital Citizen” program is scheduled for December 12, 2024, where additional tools such as a Digital Assistant for the gov.cy portal will be introduced.
