The U.S. Army’s Program Executive Office for Intelligence, Electronic Warfare and Sensors, or PEO IEW&S, is looking to bundle a number of discrete signals-intelligence technologies into a unified program of record in fiscal 2025, an effort aimed at modernizing the “Theater SIGINT System”, or “TSIGS”. The various products were developed quickly for rapid deployment in the field.
In the U.S. military, a “program of record” refers to a formalized military acquisition program that has been approved and funded by the Department of Defense (DoD). When a military capability or system is designated as a program of record, it means that it has been officially included in the future years’ defense plan and budget. This status implies that the program has passed certain milestones in the acquisition process, including the demonstration of need, feasibility, and cost-effectiveness.
The U.S. Army’s plan to bundle existing signals-intelligence technologies into a program of record by fiscal 2025 indicates that these technologies will be formally recognized and integrated into the Army’s structured acquisition and budgeting processes. This would allow for a more coordinated and strategic approach to funding, developing, sustaining, and upgrading these technologies.
Speaking to reporters, PEO IEW&S program manager Ken Strayer framed the effort in the context of a broader plan to have combat operations led by larger formations than the commonly used brigades of 1,500 to 3,500 soldiers. Divisions and corps would entail units of 10,000-20,000 soldiers and 20,000-45,000 soldiers, respectively. Strayer explained that bundling the SIGINT systems would give such units “a forward deployable and remotely, or even locally, controlled signals-intelligence system.”
A range of technologies are encompassed in PEO IEW&S’s work, including biometric tools and missile warning systems.
