Armenia is planning to implement a new system for issuing ID cards and biometric passports by 2026, with Deputy Minister of Internal Affairs Arpine Sargsyan announcing that the project is now in the second stage of its initial tender process. This stage involves a detailed selection of service providers, with private companies that passed the first round receiving government proposals in September 2024.
The companies are expected to submit their final projects by the end of the year.
The evaluation of these submissions will commence in early 2025, with the aim of selecting a winner by March. After that, the chosen company will sign a contract and have approximately a year to prepare the necessary infrastructure in line with required standards. The operational rollout of the new ID card and biometric passport system is scheduled to begin in March 2026.
Deputy Minister Sargsyan emphasized that this reform will significantly improve the efficiency and quality of government services related to document issuance for Armenian citizens. The modernized system is expected to provide more secure and reliable identification methods, aligning with international standards.
The initiative is seen as an important factor in Armenia’s discussions with the EU regarding visa liberalization. The new documents are designed to meet high data security standards, enhancing the country’s identification processes.
Armenia is not part of the European Union, but it maintains a relationship with the EU through various agreements and partnerships, such as the Comprehensive and Enhanced Partnership Agreement (CEPA) which aims to strengthen political and economic ties between Armenia and the EU.
There have been ongoing discussions and efforts between Armenia and the European Union aimed at easing or eliminating visa requirements for Armenian citizens traveling to EU countries, and the new IDs and biometric passports should help those discussions along, especially given the EU’s plans to implement a biometric border screening system for the Schengen zone this fall.
