The Department of Homeland Security’s Office of Biometric Identity Management (OBIM) is looking for help with its communications strategy.
The request comes in the form of an RFI (Request for Information), in which the agency notes that “[t]he concept of identity is quickly evolving to becoming a vital asset” in the greater effort to secure American infrastructure. OBIM is understandably seeking to become a leader in this industry, and to that end is looking for guidance from vendors with respect to how to “address and communicate the organization’s role as an industry leader and address key issues involving identity.”
In other words, OBIM is looking for assistance in developing its communications strategy, which will guide how it interacts with the public and key stakeholders as it leads identity projects and seeks to foster the development of standards and protocols. It’s also going to need to develop a strategy “to address the potential risks and concerns the public may have regarding the collection and use of biometrics within the Government.”
In outlining the RFI, the OBIM notes that its prospective communications strategy concerns “both the current (Automated Biometric Identification System (IDENT)) and planned capabilities (Homeland Advanced Recognition Technology (HART)),” as well as “future products beyond IDENT and HART.” And while it is merely a Request for Information with no specific contracts to be doled out, the request does make a point of noting that “identity may potentially become its own sector in addition to the Nation’s current 16 critical infrastructure sectors,” pointing to potentially lucrative future opportunities.
