The Canadian government has selected AffinitiQuest to implement a digital credential platform that will use biometric authentication and mobile identity verification for accessing government services. The platform will support multiple authentication methods including facial recognition and fingerprint verification, according to technical documentation from the Canadian Digital Service (CDS).
The implementation builds upon Canada’s existing digital identity framework, developed through collaboration between federal and provincial governments. AffinitiQuest will provide a white-label version of its Digital Credential Orchestration Platform for integration with CDS and Employment and Social Development Canada (ESDC) systems, with availability extending to all federal departments.
The platform’s technical foundation incorporates ISO mDocs and W3C Verifiable Credentials standards, enabling secure, verifiable digital documents through a decentralized framework. These specifications align with DIACC’s Pan-Canadian Trust Framework and have been implemented in digital ID systems across multiple jurisdictions.
Since the creation of the CDS in 2018, Canada’s digital transformation strategy has made significant progress. Government records show federal investments exceeding $2.5 billion in digital transformation initiatives since 2020, including multiple digital identity projects.
Privacy protection stands at the forefront of the implementation, with full compliance required under the Privacy Act and Personal Information Protection and Electronic Documents Act (PIPEDA). The system incorporates privacy-by-design principles established by the Treasury Board Secretariat’s digital identity guidelines, including data minimization, user consent mechanisms, and strict access controls.
The Ottawa-based company brings relevant experience to the project, having previously developed digital identity solutions for provincial governments, including Ontario’s digital ID pilot program in 2022.
