Fonds Soziales Wien, the city of Vienna’s social-services fund, is procuring a cloud platform for electronic approvals, signatures, and seals that must support qualified signatures under the European Union’s eIDAS regulation. The goal is a paperless, audit-proof solution for sign-off processes integrated across the FSW group of organizations, replacing media breaks in approval workflows with a single digital tool.
The procurement centers on legally recognized electronic signatures. The platform is to support both simple and qualified electronic signatures in line with Regulation (EU) No 910/2014, the eIDAS framework that gives a qualified signature the same legal standing as a handwritten one, with advanced signatures offered as an option. It is also to provide advanced electronic seals and to handle multiple signature profiles and certificates, along with their assignment to parts of the organization.
FSW wants the system delivered and run as a managed service. The notice calls for a fully cloud-based software-as-a-service solution in which the contractor is responsible for operation, maintenance, and infrastructure, paired with a web-based, system-independent application for carrying out electronic signatures. The platform must meet current security requirements, in particular encrypted data transmission and protected data storage, and the management of signature and seal processes is to be flexibly configurable.
The tender reflects steady demand for qualified signatures and seals as European organizations digitize legally sensitive paperwork. Providers have been extending those capabilities into new use cases, as with Veyco and Entrust bringing qualified electronic signatures to UK property transactions, while the wider shift toward the next phase of the framework has prompted tools such as Hopae’s eIDAS 2.0 readiness assessment for financial institutions.
The contract is set to run for 48 months, with tenders due by July 22, 2026.
