Ukraine’s Ministry of Digital Transformation has signed a new Memorandum of Understanding with Mastercard that sets a five-year framework for cooperation on digital infrastructure, including digital identity, GovTech, and secure payments. The agreement extends an existing relationship that has supported the Diia ecosystem and other digital public services during wartime and reconstruction planning.
Official communications describe the MoU as a continuation of joint work on financial inclusion, cybersecurity, and small business digitalisation. Previous initiatives have included strengthening the Diia.Business platform, supporting digital literacy programs through Diia.Education, and partnering on cybersecurity projects with international donors. The new agreement explicitly prioritizes digital identification and access to public services, with Mastercard expected to help design and scale digital disbursement tools and card products that integrate with government platforms.
Ukraine’s Diia app already functions as a national digital identity wallet, providing citizens with access to digital documents and online public services across multiple domains. International observers have pointed to Diia as a leading example of digital public infrastructure. Ukraine is also aligning its legal and technical frameworks with the European Union’s eIDAS 2.0 architecture, which could ultimately support cross-border recognition of digital identities and credentials.
The expanded cooperation with Mastercard illustrates how payment networks are increasingly embedded in national digital identity stacks. In Ukraine, the partnership now covers support for fintechs, SME digitisation, GovTech pilots, and the design of identity-linked payout mechanisms that could be used for social benefits, reconstruction grants, and other targeted programs. The arrangement reinforces the view that digital identity, payments, and cybersecurity are being treated as a unified strategic layer in the country’s long-term recovery plans.
