UK Government Poised To Announce Digital ID As Part Of Immigration Strategy

Prime Minister Keir Starmer is preparing to incorporate a national digital ID into the government’s immigration strategy, according to Identity Week. The plan is expected to be announced around the Labour Party conference and would aim to simplify status checks for residents while tightening measures against illegal migration.

The report notes that digital IDs would be issued to individuals legally in the UK, enabling them to confirm right-to-work and right-to-rent status. Polling cited by the outlet suggests a narrow majority of the public supports digital identification, reviving a concept that was first advanced under Tony Blair but later abandoned.

Additional reporting from the Financial Times has echoed the timing and scope of the proposal, indicating that it could extend beyond migrants to cover citizens and other residents with regularised status. While details remain under discussion, observers have highlighted that a formal announcement at the party conference would align with Labour’s broader positioning on immigration control.

Any rollout would connect to the UK’s existing efforts to standardise digital identity services. Earlier this summer, the government published version Gamma 0.4 of its Digital Identity and Attributes Trust Framework, which sets updated requirements for verification providers supporting right-to-work, right-to-rent and Disclosure and Barring Service checks.

The Home Office has also been moving toward digitised immigration systems, including pilots for smartphone-based biometric capture for visa applicants and expanded online status checks. In the private sector, platforms in the gig economy have tightened facial recognition checks to address illegal working.

Early reports suggest the government is considering how to scope adoption so as not to create parallel systems alongside GOV.UK One Login and the e-visa infrastructure. Implementation would also need to comply with privacy and redress obligations, ensuring protections for individuals enrolled in the scheme.
