UK Bill Would Give Police Broad Access to 50M Drivers’ Personal Data

The UK government has introduced a sweeping new Crime and Policing Bill that would grant law enforcement unprecedented access to personal data of approximately 50 million motorists through the Driver and Vehicle Licensing Agency (DVLA). The legislation, presented to Parliament by the Home Office this week, represents a significant expansion of police data access capabilities.

Under current regulations, police can only access DVLA data when investigating road traffic offenses. The proposed bill would eliminate this restriction, allowing law enforcement to access driver information for investigating any type of crime. This expansion comes amid a broader government initiative to integrate digital services and data sharing across agencies, as evidenced by the recent milestone of GOV.UK’s One Login system, which has successfully connected 50 government services with plans to reach 100 by year-end.

The accessible data would include drivers’ names, addresses, dates of birth, endorsements, convictions, and relevant medical information. Law enforcement would gain the ability to identify and track license holders more efficiently, accelerate penalty issuance for traffic violations, and enter premises without warrants when stolen items have been electronically geolocated.

Privacy advocates have raised significant concerns about the legislation’s implications. Critics argue that the bill could enable unprecedented surveillance capabilities and potentially lead to the creation of a massive facial recognition database. However, the Home Office has explicitly denied these claims, with a DVLA spokesperson confirming that shared data would not include drivers’ facial images.

The legislation is part of a comprehensive strategy to combat various criminal activities, including antisocial behavior, shop theft, and high-harm crimes such as violence against women and girls, cybercrime, and terrorism. Additional measures in the bill include eliminating the £200 threshold for prosecuting shop theft, creating a specific offense for assaulting shop workers, and introducing new powers to seize vehicles causing community disruption.
