U.S. Army Refines BFC2 Biometrics and Forensics RFI Ahead of Five-Year IDIQ Award

The U.S. Army’s Product Manager Biometrics office has issued a refined Request for Information for the Biometrics and Forensics Collection Capabilities program, advancing market research ahead of a planned five-year, single-award Indefinite Delivery/Indefinite Quantity contract that will govern the procurement, fielding, and sustainment of the Army’s next-generation biometric and forensic collection platforms.

The updated RFI builds on an earlier RFI posted through the Army Contracting Command’s Aberdeen Proving Ground – Belvoir Division in May 2025. The refined solicitation reflects vendor feedback gathered during the initial market research phase and is being used to sharpen technical requirements before any formal Request for Proposals is issued. The contemplated contract carries an undisclosed IDIQ ceiling.

The BFC2 contract scope covers three core program components: the Biometrics Automated Toolset-Army (BAT-A), the Next Generation Biometrics Collection Capability (NXGBCC), and the Near Real-Time Identity Operations (NRTIO) platform. The Performance Work Statement encompasses the full system lifecycle, including program management, hardware and software procurement, fielding, training, cloud hosting, cybersecurity, helpdesk support, and software engineering services. Work is centered at Fort Belvoir, Virginia, under NAICS code 541715.

PM Biometrics, housed within PEO IEW&S’s Project Manager Terrestrial Sensors, designs and sustains biometric solutions capable of capturing and matching fingerprints, faces, and irises in austere operational environments. The office supports force protection, detainee management, and battlefield intelligence functions across combatant commands. The NXGBCC hardware and software completed field testing at Fort Leonard Wood under the Soldier Touch Point initiative in 2024, providing the Army with frontline feedback ahead of the eventual solicitation.
