U.S. Army Issues RFI for Five‑Year Biometrics and Forensics Collection Contract

The U.S. Army Contracting Command’s Aberdeen Proving Ground – Belvoir Division (ACC‑Belvoir) has released a Request for Information (RFI) seeking industry feedback on a planned Biometrics and Forensics Collection Capabilities (BFC2) contract vehicle. Posted at the start of this month, the notice invites vendors to submit ten‑page capability statements by 4:00 p.m. EDT on June 2,  2025. The RFI is strictly for market research and does not yet constitute a solicitation.

The contemplated award is a single‑award, five‑year Indefinite Delivery/Indefinite Quantity (IDIQ) valued at an undisclosed ceiling. Work would be performed at Fort Belvoir, Virginia, under NAICS code 541715 (R&D in the Physical, Engineering and Life Sciences). ACC‑Belvoir emphasises that responses from small, veteran‑owned, HUBZone and woman‑owned businesses are welcome.

Wide‑Ranging Scope

The draft Performance Work Statement covers the full life‑cycle of several next‑generation systems, including the long‑standing Biometrics Automated Toolset‑Army (BAT‑A), the Near Real‑Time Identity Operations (NRTIO) platform, the Next Generation Biometrics Collection Capability (NXGBCC), and the CI/HUMINT Equipment Programme‑Army. Tasks span programme management, hardware and software procurement, fielding and training, cloud hosting, cybersecurity, help‑desk support and software engineering.

Interested vendors must outline prior performance on comparable federal or commercial efforts, detailing contract size, scope and customer references. The Army will use the submissions to refine technical requirements before issuing any formal Request for Proposals.

Identity Dominance Strategy

Project Manager Biometrics, housed within PEO IEW&S’s Project Manager Terrestrial Sensors, is leading the effort. The office designs and sustains biometric solutions that capture and match fingerprints, faces and irises in austere environments, supporting force protection, detainee management and battlefield intelligence.

The RFI follows a string of Army biometrics modernisation moves, including a six‑year, $249 million contract with Leidos to overhaul the service’s biometric security infrastructure and recent leadership changes at PM Biometrics. The service has also experimented with handheld collection kits and cloud‑based processing to shorten match times at the edge, as explored in earlier ID Tech coverage of next‑generation field devices.
