U.S. and Belize Sign Biometric Data-Sharing Agreement to Bolster Border Security

The United States and Belize have formalized a new Biometric Data Sharing Partnership through a memorandum of cooperation signed in Washington, D.C. this week. The agreement was signed by Belize’s Foreign Minister Francis Fonseca and U.S. Secretary of Homeland Security Kristi Noem and is intended to enhance bilateral security cooperation by enabling the exchange of biometric information.

Strengthening Regional Security Through Data Exchange

The agreement will allow both governments to share facial and fingerprint biometric data to improve border management and combat transnational crime. According to the U.S. Embassy in Belize, the partnership will provide new tools to address illegal immigration and support efforts to counter criminal organizations operating across borders. It builds on the United States’ broader investment in border surveillance technologies, backed by recent congressional funding increases for AI-enabled systems.

This initiative aligns with Belize’s broader efforts to modernize its identification infrastructure. It follows similar biometric data-sharing agreements between the United States and other Central American nations, including a 2024 pact with Costa Rica. These partnerships reflect a growing regional trend toward cross-border collaboration on identity verification and law enforcement.

Integrating with Belize’s Digital ID Ecosystem

The biometric agreement complements Belize’s planned national digital ID system, which is currently moving into the rollout phase following cabinet approval. The new ID platform is expected to initially function alongside existing forms of identification, such as voter cards, driver’s licenses, and social security numbers, with the potential to become the primary form of identity in the future.

Jose Urbina, CEO in the Ministry of E-Governance, addressed privacy safeguards, stating, “We are ensuring that all the security layers are in place to protect the transmission of the information and also to safeguard the database.” Officials from both countries have emphasized that any data-sharing under the agreement will follow established security and privacy protocols, although operational specifics have not been publicly disclosed.

The agreement comes amid broader scrutiny of biometric surveillance practices. The White House recently ordered a review of federal biometric programs to assess oversight and ensure responsible use. In this context, bilateral partnerships like the U.S.–Belize MoC are emerging as key instruments in advancing both security and digital governance goals in the region.
