Switzerland Launches Public Testing of National Digital ID System

Switzerland has entered the public testing phase of its electronic identity (e-ID) system through the Swiyu app, marking a key step in its effort to implement state-recognized digital identification by 2026. The testing, which began in late March, allows residents to create fictitious e-IDs and explore features such as selective information sharing using dynamic QR codes.

The initiative builds on the technical framework released in December 2024, which laid the foundation for a decentralized identity system. The Swiyu app, available for iOS and Android, serves as a secure digital wallet where users can store and manage verified credentials. The government’s approach emphasizes granular privacy controls, allowing users to disclose only the minimum necessary data—for example, confirming age eligibility for alcohol purchases without sharing full personal details.

The system is designed to be voluntary and free of charge, addressing concerns that led Swiss voters to reject a previous e-ID proposal in 2021. In response to that referendum, the current system is fully state-run and designed with privacy by default. It complies with strong data minimization principles and includes open source components to ensure transparency and public trust. All software developed for the system will be publicly accessible and available for reuse by both public agencies and private sector partners.

The Swiss Parliament passed the new e-ID legislation on December 20, 2024, but its final implementation depends on the outcome of a potential referendum expected in autumn 2025. If upheld, the e-ID system will go fully live in 2026. It will support a wide range of digital credentials, including driving licenses, criminal record extracts, residence permits, and debt enforcement records. Over time, it will also allow private entities such as banks and telecom providers to issue their own verifiable credentials within the same framework.

The Swiss government has allocated CHF 182 million to develop and operate the infrastructure between 2023 and 2028. Beginning in 2029, it anticipates an annual operational cost of CHF 25 million. The project is structured in two key implementation phases: the first focuses on building the trust infrastructure and core services, while the second introduces enhanced privacy and interoperability features for cross-border services.

The e-ID system has already demonstrated promise during internal and early public tests. Swiss public broadcaster RTS tested the app, with contributors Jérôme Zimmermann and Bastien von Wyss noting that users can choose to show their digital identity card in full or in part, depending on the context. This flexibility aligns with broader European digital identity initiatives, such as Italy’s Digital Identity Wallet pilot and EU efforts to reduce identity verification costs and enable cross-border identity verification.

Despite early success, the project faces opposition from civil society groups who argue that the legislation may lack democratic legitimacy or carry surveillance risks. These concerns have sparked calls for a nationwide vote, which could delay or reshape the final rollout.

In parallel, the government has committed to making the system accessible for individuals with disabilities and digital literacy challenges. This includes plans to integrate the Swiyu app with assistive technologies and provide multilingual support to maximize inclusivity.

Switzerland’s public testing of the Swiyu e-ID app represents more than a technical pilot—it is a major step in redefining the digital relationship between citizens, government, and private institutions. As Europe pushes toward interoperable and privacy-centric digital ID systems, Switzerland’s open-source, decentralized model could emerge as a key blueprint.
