The Swedish Police Authority has launched an open procurement process for the supply of fixed fingerprint readers, signaling a broader effort to modernize the country’s biometric infrastructure for law enforcement. The tender, issued under the title “Upphandling av fasta fingeravtrycksläsare”, is valued at 11.5 million SEK (approximately $1.05 million USD) and is open to bids until June 19, 2025.
According to the official notice, the contract will result in a two-year framework agreement with a single supplier, beginning on September 5, 2025. The winning contractor will provide fingerprint scanning systems intended for use across police departments in Sweden, where they will support identity verification and criminal investigation workflows.
Focus on Biometric Modernization
This procurement comes amid a period of steady investment in biometric technologies by Swedish authorities. The Swedish Police have increasingly integrated fingerprint, facial recognition, and DNA-based tools into both border control and domestic policing operations. The current tender is specifically aimed at fixed fingerprint reader units, likely to be installed at police stations and other secure facilities.
The equipment is classified under the EU Common Procurement Vocabulary codes for fingerprint readers and biometric sensors, aligning it with broader categories of security and law enforcement technology. The procurement will comply with the EU’s Directive 2014/24 and the WTO’s Government Procurement Agreement (GPA).
Sustainability and Human Rights Clauses
In addition to performance specifications, the Swedish Police have included strategic procurement criteria in the contract aimed at reducing environmental impact and promoting human rights due diligence in global supply chains. Details of these requirements are provided in the full procurement documents, which are available through the national tender portal.
Submissions must be made electronically, and all invoicing, ordering, and payments will be conducted digitally, in line with Sweden’s e-government practices. The deadline for bids is set for 23:59 (UTC+2) on June 19, 2025.
