State Department Advances Guatemala ABIS Into Formal Solicitation

The U.S. Department of State has posted an updated solicitation for an Automated Biometric Identification System in Guatemala, advancing a border and migration identity project toward competitive procurement.

The notice comes from the Bureau of International Narcotics and Law Enforcement Affairs under solicitation number 191NLE26R0085. Responses are due August 24 at 5 p.m. Eastern time. The bidding process will let the bureau compare technical approaches, implementation plans and pricing before selecting a contractor.

SAM.gov identifies the posting as an updated solicitation and directs bidders to revised solicitation documents and a new statement of work. The public summary does not state an estimated contract value or identify a preferred vendor.

The procurement follows market research for a system supporting Guatemala’s migration authorities. An earlier sources-sought notice described a multimodal ABIS designed to hold and search fingerprint, face and iris records as the country modernizes traveler enrollment and border operations.

That earlier request contemplated a large matching environment, including capacity for up to 160 million fingerprint records, 16 million facial records and 32 million iris records. It also called for standards-based data exchange, application programming interfaces and training for the Guatemalan Migration Institute’s technical staff.

The project previously reached the market-research stage when the State Department issued a sources-sought notice. That stage was intended to assess vendor capabilities and did not request binding proposals. The new solicitation gives suppliers a defined response deadline and updated work package.

An ABIS performs one-to-many searches across a biometric gallery, allowing an agency to identify a person, detect duplicate records or flag a possible match for review. Multimodal systems combine several biometric types to improve coverage when one sample is unavailable or of poor quality.

Federal agencies have also been modernizing comparable systems at home. The Defense Department moved its ABIS to cloud infrastructure and added voice biometrics, illustrating the shift toward scalable platforms that can accommodate new modalities and workloads.

The Guatemala notice remains a solicitation rather than a contract award. Vendor selection, final value and deployment schedule will become clear only after the State Department evaluates proposals and makes an award.
