St. Kitts and Nevis has launched its National Biometric Enrolment and Passport Modernisation Programme, requiring all holders of citizenship obtained through the country’s investment programme to enrol biometric data before a July 31, 2027 deadline.
The programme is administered by the Ministry of National Security in partnership with the Citizenship Unit. Biometric data collected during enrolment includes fingerprints, a digital facial photograph, and, where applicable, an iris scan. All collected biometrics align with standards set by the International Civil Aviation Organization (ICAO), which governs machine-readable travel document specifications.
The Biometric Enrolment Portal opens for appointment scheduling on April 20, with collection centres accepting enrollees shortly after. Passports issued before April 14, 2026 remain valid through the transition period ending July 31, 2027, after which pre-biometric documents will no longer be accepted for international travel.
The requirement applies specifically to citizens who obtained their nationality through the Citizenship by Investment (CBI) programme, which allows foreign nationals to acquire citizenship in exchange for qualifying real estate purchases or fund contributions. Native-born citizens and those who obtained citizenship by descent are not subject to the mandatory enrolment requirement.
St. Kitts and Nevis is the first investment-programme jurisdiction in the Caribbean to implement biometric travel document requirements at this scale. The CBI industry has faced persistent international criticism over due-diligence gaps and travel document misuse, and several Caribbean CBI states have come under pressure from ICAO members and border agencies in the United States, United Kingdom, and European Union to strengthen passport integrity as a condition of maintaining visa-free travel arrangements.
The Citizenship Unit has said existing CBI citizens will be notified through the Ministry of National Security and their authorized agents, with appointment slots prioritized according to passport expiration dates. Enrollees outside St. Kitts and Nevis will be able to complete capture at designated overseas collection points, details of which are to be published on the Citizenship Unit website.
The government has framed the programme as part of a wider modernization of its civil registry and border systems. St. Kitts and Nevis has previously worked with ICAO Public Key Directory participants on document authentication, and the new biometric-linked passport will be issued under the existing document design.
