The Spanish city of Valladolid has issued a sweeping public tender for digital infrastructure upgrades across its municipal government, including the procurement of a biometric signature service. The initiative, valued at more than €360,000, is part of a multi-year modernization effort targeting administrative efficiency, digital accessibility, and secure citizen engagement.

The tender covers 18 individual software lots spanning a wide range of public services. Among them is a dedicated contract for a biometric digital signature system, budgeted at €20,751.75 excluding VAT. This system is expected to enable secure electronic signing of documents within the city’s administrative workflows, reducing reliance on paper-based authentication methods.
Comprehensive Scope
In addition to biometric signatures, the tender includes software for library management, web accessibility, CAD tools, HR and payroll, citizen-facing service portals, and inventory systems. The city is also procuring licenses for Adobe and ZwCAD suites, as well as a range of document management and digitization platforms.
The tender documentation specifies a contract duration of four years for each lot, with an open procurement process based solely on price. Each participating vendor may bid for multiple lots but can be awarded no more than five, encouraging competition across suppliers and avoiding vendor lock-in.
Modernization Strategy
The modernization push aligns with broader trends across European municipalities, where governments are adopting biometric tools and other digital services to streamline operations and improve public service delivery. While the Valladolid tender does not appear to be funded by the EU, it reflects priorities similar to those outlined in the European Commission’s Digital Decade targets.
The move also follows recent deployments of biometric and e-signature tools by regional governments across Spain, as cities seek to standardize digital authentication methods for citizens and civil servants alike.
