South African President Cyril Ramaphosa has outlined a migration enforcement package that includes dedicated immigration courts, stronger border controls, and tougher penalties for employers who knowingly hire undocumented foreign nationals, while the Department of Home Affairs continues a parallel shift toward biometric digital identity and Smart ID services.
The measures follow Cabinet’s adoption of a Comprehensive Approach for Migration Management, a multi-agency strategy intended to strengthen immigration enforcement, secure borders, combat corruption, and improve immigration policy. Ramaphosa said the government would increase efforts to identify and deport undocumented migrants and warned that only authorized state officials may enforce immigration laws.
The identity component is tied to South Africa’s broader effort to replace the green barcoded ID book, which Home Affairs officials have described as highly vulnerable to fraud. The Department of Home Affairs has been expanding Smart ID services through banks, and participating branches now use biometric verification and a fully digital application process for replacement cards.
Home Affairs has also been developing a smartphone-based Digital ID system under the Home Affairs @ home program. South Africa opened public comment on draft Digital ID regulations in May, with the system intended to let citizens authenticate identity and access Home Affairs services remotely. The department has separately planned biometric digital identity for taxpayers through SARS modernization work.
The migration plan also intersects with border technology. South Africa’s Electronic Travel Authorisation system, launched first for selected tourist markets, uses document checks, facial recognition, and liveness detection to assess visa applicants. Home Affairs has said the ETA processed more than 75,000 applications in its initial deployment and rejected nearly 4,500 applications.
Ramaphosa framed the new migration measures as both a law-enforcement response and a warning against vigilante action. He said concerns over public services, employment, crime, and economic opportunity should be addressed through lawful state action rather than attacks on foreign nationals.
The enforcement package also includes stronger workplace inspections and a planned relocation of some refugee reception functions closer to borders. Those measures would place identity checks, immigration adjudication, and employer compliance into the same policy framework as the country’s digital transformation of civil registration.
Phasing out the legacy identity document requires citizens to obtain Smart IDs, banks and public agencies to accept new digital workflows, and border systems to connect identity proofing with immigration and visa decisions. Home Affairs has opened bank branches for Smart ID services as part of the transition.
