South Africa’s social grant system will undergo a major upgrade on September 1, 2025, when the South African Social Security Agency (SASSA) begins mandatory biometric enrollment for all grant beneficiaries. The system will capture fingerprint or facial recognition data to strengthen identity verification, combat fraud, and improve the integrity of the country’s social assistance programs.
National Rollout After Months of Preparation
The biometric enrollment program follows months of planning and engagement with organized labor. SASSA CEO Themba Matlou said, “Our plans were to commence with biometric enrolment at the beginning of the 2025/2026 financial year; however, we hit a snag, but we have ironed out the issues that delayed our plans and it is all systems go for the implementation.”
The new Beneficiary Biometric Enrollment (BBE) system is designed to address persistent challenges, such as forged green ID books that can be difficult for staff to detect. By linking grant payments to verified biometric data, the agency aims to ensure that only eligible, living recipients receive benefits.
Enhanced Verification and Support
SASSA says the BBE system will improve proof-of-life verification, strengthen audit trails, and reduce fraudulent applications. The agency expects the technology to cut down on inclusion errors, improve record integrity, and boost public confidence in the grant administration process.
From September 1, all new and updated grant applications will require biometric data collection. Applications without biometric records will enter a review process, and applicants will be notified to complete enrollment. SASSA has equipped its offices nationwide with the necessary infrastructure and trained staff ahead of the rollout.
Beneficiaries can access support through SASSA’s official website, its toll-free number (0800 60 1011), and a WhatsApp service for grant-related inquiries.
