Russian Bank PSB Teams with MegaFon to Expand Biometric Banking Network

Russian bank Promsvyazbank (PSB) and telecommunications giant MegaFon have announced a major partnership to expand biometric services and banking access across Russia, with plans to open new bank branches within MegaFon’s retail locations.

The initiative will see PSB establish banking offices inside MegaFon’s retail outlets, creating integrated service centers where customers can handle both their telecommunications and financial needs in a single location.

The partnership comes at a strategic time, as Russia prepares for a nationwide requirement starting April 1, 2025, that will make biometric verification one of the necessary identification methods for activating new SIM cards. This reflects the country’s broader push toward biometric adoption, which has already seen the Russian Unified Biometric System reach 3 million enrollments earlier this year.

The collaboration between PSB and MegaFon is expected to significantly expand citizens’ access to biometric services, building upon Russia’s existing digital identity infrastructure. The news follows the country’s broader initiatives in digital banking, including plans for a nationwide facial recognition payment system set to roll out later this year.

The integration of PSB banking services into MegaFon locations underscores Russia’s accelerating shift toward biometric identification, digital identity, and facial recognition technologies. While the convenience of combined telecommunications and financial services will likely appeal to consumers, it also reflects the deeper, nationwide push toward facial recognition as a foundational element of everyday transactions and identity management.

As Russia moves forward with compulsory biometric verification and facial recognition-based payments, this latest partnership signals a clear trajectory: biometric technology is increasingly becoming integral to how citizens interact with both public and private institutions, raising important considerations around privacy, data security, and surveillance.
