ROC Closes ZTC Acquisition, Adding Digital Forensics to Its Evidence Platform

ROC has completed its acquisition of Zuccaro Technical Consulting, folding digital forensics into ROC Evidence, its digital evidence management platform.

Zuccaro Technical Consulting operates as a wholly owned subsidiary of the Denver company, formally Rank One Computing Corporation, which builds biometric, video analytics and decision intelligence products. Founder Tony Zuccaro becomes ROC’s chief innovation officer.

The stated purpose is to take ROC Evidence past digital evidence management and into what the company calls end-to-end investigative intelligence. Customers would ingest, manage, analyse and act on digital evidence in one workflow, rather than moving material between systems from collection through prosecution and e-discovery.

“By combining ZTC’s proven digital forensics capabilities with ROC Evidence, we’re building on a decades-long collaboration and shared operating history between two teams shaped by complex federal investigative missions,” said B. Scott Swann, chief executive of ROC. “Together, our advanced analytics, forensic rigor, and subject matter expertise provide a unique capability in the market.”

ROC describes the acquisition as addressing an unmet need among national security and enterprise customers, and says it accelerates the product roadmap. The two businesses had an established strategic partnership before the deal.

The commercial case rests on customer overlap in both directions. ROC expects to introduce its Vision AI platform to the acquired company’s existing government accounts, and to sell the forensics technology through its own government and commercial channels. Swann said the engineering team had integrated quickly and contributed to ROC Evidence development.

Within the wider portfolio the forensics work sits alongside ROC ABIS, the automated biometric identification system, and ROC Watch, its video analytics product. The company frames the combination as connecting identity, video and digital evidence across a single investigative workflow. ROC says the deal expands its addressable market and lets it compete for larger, more comprehensive investigative intelligence programmes, adding specialised forensics engineering staff and incremental revenue alongside the cross-selling opportunities.

ROC has been building federal business through the year, winning its first federal ABIS contract worth up to $5.1 million over five years in late August. The acquisition adds established federal customer relationships to that base.
