Residency Malta Awards Toppan a Direct Contract to Maintain Its Biometric Kiosks

Residency Malta has awarded Toppan Security a direct contract to support and maintain the two biometric capture self-service kiosks it uses to enroll applicants, in a deal valued at 221,335 euros. The agency, which administers Malta’s residency programs, used a negotiated procedure without a prior call for competition and published a voluntary transparency notice naming the supplier and the value.

The award covers upkeep of equipment already in service. Residency Malta first contracted in 2024 for the supply of two biometric capture self-service kiosks and associated services, an arrangement that ran until June 2025, and the new contract continues the support and maintenance of those same two machines. The agency justified awarding the work directly under Regulation 151 of Malta’s public procurement regulations, citing the technical and market circumstances around the existing kiosks.

Beyond routine maintenance, the contract carries a specific technical task. It requires a mandatory upgrade of the kiosks’ operating system to Windows 11 LTSC, the long-term servicing build of Microsoft’s operating system. Keeping the kiosks on a supported operating system is part of what allows the agency to sustain automated biometric enrollment rather than reverting to staff capturing each record by hand.

The kiosks sit within Malta’s broader build-out of identity infrastructure through public procurement, alongside steps such as the Malta Business Registry’s tender for a national digital identity repository. The supplier sits within the Toppan group, which has been expanding in government identity work, including its move to acquire ASSA ABLOY’s citizen ID business.

The contract continues support for the agency’s two biometric enrollment kiosks.
