ROC has formed a strategic partnership with DeliverFund to support anti-human trafficking operations through advanced identity verification tools. As part of the agreement, ROC has donated its full software development kit (SDK) to the nonprofit, including proprietary deduplication tools and a wide range of biometric capabilities.
Biometric Tools for Law Enforcement
The donated technology includes face, fingerprint, and iris recognition, as well as AI-powered video analytics, threat detection, and vehicle and license plate recognition. The tools are designed to help law enforcement agencies more effectively identify both victims and traffickers operating across digital platforms and jurisdictions. ROC’s deduplication engine allows for the consolidation of fragmented suspect records, improving accuracy in investigations that span multiple systems.
DeliverFund, a U.S.-based nonprofit organization, works closely with law enforcement agencies to disrupt human trafficking networks. Its team includes former Special Operations forces, CIA officers, and experienced law enforcement personnel. In addition to field support, DeliverFund offers training programs, policy advocacy, and intelligence reporting. The organization has supported over 1,000 officers and produced thousands of intelligence reports to date.
ROC, formerly known as Rank One Computing, has earned industry recognition for its biometric performance, including top-tier accuracy scores from the National Institute of Standards and Technology (NIST). The company’s technology has been widely deployed across government and law enforcement applications, and this partnership marks a shift toward humanitarian-focused implementations.
Responsible Technology Use
The partnership arrives at a time when biometric technologies are being adopted by law enforcement agencies around the world for identity verification and investigative support. At the same time, concerns around biometric privacy and surveillance ethics remain central to public discourse. ROC and DeliverFund have stated that the deployment of this technology will follow strict data handling protocols to protect the rights of vulnerable individuals.
DeliverFund plans to use ROC’s tools to enhance its existing human trafficking intelligence platform, enabling faster identification of traffickers and their digital footprints. The goal is to improve cross-jurisdictional data sharing and accelerate victim rescue and suspect apprehension efforts.
