Quebec Passes Landmark Digital ID Law Emphasizing Privacy and User Control

October 29, 2025

Quebec has adopted Bill 82, “An Act respecting the national digital identity,” marking a historic step in Canada’s digital identity journey. The legislation, passed by the province’s National Assembly in late October, lays the foundation for a provincial digital ID system designed to give citizens a secure and convenient way to prove their identity online. Uniquely, the law is built on principles of privacy, voluntary use, and individual empowerment — an approach that industry experts are hailing as a potential model for other jurisdictions. The Digital ID & Authentication Council of Canada (DIACC) applauded Quebec’s move, calling it “momentous” and praising the law for putting citizens in control of their personal information.

Under the new framework, Quebec will develop a trusted digital identity that residents can use to access government services (and potentially private services in the future) without repeatedly sharing sensitive personal data. The law embeds “privacy by design” — ensuring that only the minimum necessary information is shared for any given transaction. For example, if you need to prove you’re of age to access a service, the system could verify that fact without revealing your full birthdate or address. Participation will be voluntary, and Quebecers can always choose to use traditional ID methods instead. Notably, the law forbids treating those who opt out as suspicious or denying them services, cementing the digital ID as an optional complement to physical IDs, not a replacement.

Importantly, Bill 82 gives Quebec’s Minister of Cybersecurity and Digital Technology a clear mandate to oversee the “national digital identity” — essentially a government-backed digital credential that could be recognized across Canada. (The term “national” reflects that it’s meant to work with federal and other provincial systems, even though it’s Quebec-led.) The law calls for strong cybersecurity safeguards and data governance. It even specifically bans using a person’s government digital data for profiling or surreptitious surveillance, a provision welcomed by privacy advocates.

The passage of this law comes after extensive public consultations and is aligned with Canada’s broader digital ID efforts. DIACC’s Pan-Canadian Trust Framework — a set of standards to ensure digital IDs are secure, interoperable, and privacy-protective — heavily influenced the Quebec model. In fact, DIACC President Joni Brennan pointed out that Bill 82 embodies core principles long championed at the national level: user consent, transparency, and security by default. Quebec’s plan will likely use robust authentication (for instance, biometric checks or encrypted digital wallets) to ensure that only the rightful ID holder can use their credentials. And each use of the digital ID will require user approval, preventing “silent” tracking. The law also indicates Quebec will consult the public on any use of biometric identifiers, reflecting caution around technologies like facial recognition.

With this legal green light, Quebec is expected to roll out its digital ID in phases over the next couple of years. Citizens might soon be able to digitally verify their identity to access online government services — say, to apply for permits, access health records, or file taxes — without needing to scan documents or present themselves in person. Eventually, the Quebec digital ID could integrate with federal programs (for example, to log into federal services) and even private-sector applications like banking or travel, especially if other provinces follow suit.

For Quebecers, the promise is a unified, secure digital identity that simplifies interactions with government while enhancing privacy. Losing a wallet or filling out paper forms could become hassles of the past. Yet officials are keenly aware that trust is crucial: uptake will depend on citizens believing that the system truly safeguards their data. By codifying privacy protections and choice into law, Quebec is signaling that it understands that bargain. As Brennan put it, Quebec’s approach “sets a powerful example” in balancing innovation with citizens’ rights. All eyes in Canada’s tech and government circles will now be on the implementation — a successful launch in Quebec could serve as the blueprint for a Pan-Canadian digital ID ecosystem in the years ahead.

The legislation builds on Quebec’s earlier digital identity strategy announced in 2024, and reflects broader momentum across Canada as DIACC works with international partners to ensure Canadian digital IDs can be recognized globally.
