Paravision Says State Department Contract Covers Passport and Visa Photo Checks

Paravision says the U.S. Department of State has awarded it a contract to supply biometric capture and analysis technology for the Bureau of Diplomatic Technology’s Photo and Identity Suite, which supports passport and visa application services.

The suite assesses applicant photographs and information. The company says its technology will help confirm that photos meet international standards and detect manipulated images, including AI-generated imagery, and will support the department’s efforts to strengthen how it assesses identity information for consular application services.

“The future of efficient and trusted digital government services depends on making identity both highly secure and easy for legitimate users,” said Doug Aley, Paravision’s CEO. “We’re honored to support the Department of State with technology that delivers strong biometric performance while making the application experience simpler and faster for applicants.”

The announcement did not give a value. Federal spending records show one State Department award to Paravision since August: a contract titled “Digital Detection/Identity Assurance,” funded by the Bureau of Information Resource Management, which the department renamed the Bureau of Diplomatic Technology in May 2024. It commits $1.3 million for a first year running from September 23, 2026, to September 22, 2027, and could reach $6.5 million over five years.

In September, Paravision launched an ISO/ICAO Image Quality Suite, which evaluates face images used in passports, visas, identity documents, and travel and border applications against the ISO/IEC 19794-5, ISO/IEC 39794-5 and ICAO 9303 standards. Those specifications cover face size and framing, pose, eyes and expression, face visibility, lighting and exposure, and background quality. The suite gives an overall result along with the measurements behind it, and customers can set thresholds for individual checks. The company says it is designed to work alongside its quality metrics and its presentation attack, synthetic media and deepfake detection tools, all of which work from a single frame through passive capture.

Paravision also points to its results in independent evaluations, including the Department of Homeland Security’s Remote Identity Validation Rally and the National Institute of Standards and Technology’s Face Recognition Technology Evaluations, and to presentation attack certification through iBeta and Ingenium. Its products include face recognition, liveness detection, deepfake detection and age estimation.
