The Pakistan Telecommunication Authority (PTA) has announced plans to enhance the country’s biometric verification system by adding facial recognition and iris scanning technologies. This initiative, part of the National Registration & Biometric Policy Framework, will expand beyond the current fingerprint-based system.

The PTA will host a consultation meeting on February 13, 2025, at 11:00 AM at its headquarters in Islamabad. The meeting will cover implementation methods, costs, and industry effects. Representatives from Cellular Mobile Operators (CMOs), the Ministry of IT & Telecom (MoITT), and the National Database and Registration Authority (NADRA) will attend the discussions.

Key goals include strengthening security, reducing identity fraud, and improving digital transactions and e-governance. The new system combines facial recognition and iris scanning, offering better accuracy and security than fingerprint verification alone.

The upgrade reflects global trends in biometric authentication, as numerous countries now use multiple biometric factors for banking, telecommunications, and government services. The enhanced system should help prevent identity theft, SIM-related fraud, and unauthorized access. It will also let citizens access financial services, register SIM cards, and use government platforms remotely.

The expansion will require substantial infrastructure investments from telecom operators and financial institutions to support these new authentication methods. It also raises data privacy concerns, making strong regulations, encryption, and access controls essential for protecting biometric information.

This initiative extends Pakistan’s efforts to modernize its digital identity system. NADRA recently launched an enhanced Child ID Certificate with biometric features for children over 10 years old. The Digital Nation Pakistan Act 2024, passed earlier this year, supports broader digital infrastructure and identity system improvements.

The upcoming consultation meeting will allow stakeholders to address implementation challenges and shape the system’s rollout. This expansion represents an important step in Pakistan’s ongoing digital transformation and security enhancement efforts.
