Norway Police Shared Services Open ABIS Market Survey on Mercell CTM

Norway’s Politiets fellestjenester (PFT) has opened a market survey for a biometric data system covering registration, storage, and case handling, signaling early-stage interest in a new automated biometric identification system (ABIS).

The request for information (RFI), titled Biometric Data System for Registration, Storage and Case Handling (ABIS), is published on the Mercell CTM (EU-Supply) platform under reference 200410314:1, with PFT listed as the contracting authority.

The scope outlined in the notice points to a system that supports biometric enrollment and storage alongside investigative and case-handling workflows, rather than a standalone matching engine. That combination is typical of ABIS deployments used in law enforcement environments.

The market survey is open until February 25, 2026. Additional documentation is available through the Mercell CTM platform and may require registration to access.

PFT is using the RFI to gather market input rather than evaluate bids, indicating that technical requirements and system architecture are still being shaped ahead of any formal procurement process.

Market surveys of this type are commonly used by law enforcement agencies to assess available biometric modalities, matching capabilities, and security or hosting models before issuing a tender.

For suppliers, the notice highlights PFT’s interest in a platform capable of handling biometric registration, storage, and case workflows within a single system.

The RFI follows earlier biometric and identity-related investments in Norway, including a EUR 10 million procurement for new e-gates at Oslo Airport, reflecting broader public-sector deployment of automated identity systems.

PFT has also previously used market surveys to inform specifications, including an RFI for automated border control e-gates.

Similar activity elsewhere in the region includes the Swedish government’s ABIS information request, suggesting parallel evaluations of next-generation biometric platforms across Nordic law enforcement agencies.

Together, these initiatives point to sustained demand for biometric systems that integrate enrollment, storage, and investigative case handling across multiple modalities.
