Norway’s national police procurement authority has launched a competitive tender process for the acquisition and maintenance of Automated Border Control (ABC) e-Gates, intended for deployment at Oslo Gardermoen Airport. The procurement, announced under notice 227419-2025, is being managed by the Norwegian Police Shared Services and has an estimated contract value of up to €10 million excluding VAT.
The tender outlines plans to award a contract initially valued between €4–5 million, covering the delivery and ongoing maintenance of biometric e-Gate systems. Depending on warranty terms, lifecycle expectations, and potential expansion of the system to additional locations or units, the total value of the agreement may scale to €10 million over the course of the contract.
The procurement will be conducted through a negotiated procedure with prior publication of a call for competition. Requests to participate must be submitted by May 13, 2025 at 10:00 CET. Initial deliveries will be made to the customer’s head office in Oslo, with full system installation to follow at Oslo Gardermoen Airport. The solution is expected to include biometric sensors, optical readers, and software components designed to integrate with Norway’s national border control infrastructure.
The tender documentation specifies a number of optional components that may be included in the final contract. These options include expansion to additional sites, e-Gates adapted for accessibility, centralized template databases, modular hardware upgrades, enhanced service levels, and additional training. The buyer also requires suppliers to meet strict information security and quality management standards, including certifications aligned with ISO 27001, ISO 9001, and ISO 14001.
Suppliers will be evaluated based on a combination of quality, cost, and environmental criteria. The award criteria include total cost of ownership, solution quality, organizational readiness, and environmental impact—particularly the length and sustainability of warranty terms. A maximum of five candidates will be invited to participate in the second stage of the procedure.
The project is being carried out in accordance with EU procurement rules under Directive 2014/24/EU and is covered by the Government Procurement Agreement (GPA). The full procurement documents are available through the CTM platform at eu.eu-supply.com.
