NIST Releases OpenLQM, Making Law Enforcement Fingerprint Quality Software Available Worldwide

The National Institute of Standards and Technology (NIST) has released OpenLQM, an open-source version of fingerprint quality assessment software previously restricted to U.S. law enforcement, alongside a fully annotated dataset of 10,000 fingerprint images designed to train both human examiners and machine learning algorithms.

OpenLQM is derived from LQMetric, a fingerprint analysis tool that was used by law enforcement agencies to evaluate the quality of latent prints recovered from crime scenes. Over the past year, NIST funded the conversion of the software to run on Mac, Windows, and Linux systems. The reconfigured tool can function as a standalone program or be integrated into other software as a plug-in.

“These two resources will help improve the science of fingerprint identification,” said NIST computer scientist Greg Fiumara. “The data is the largest and most complete fingerprint dataset now available, and the software is a modified version of a print analysis tool used by U.S. law enforcement that we are making freely available to the world.”

The dataset, published as part of NIST Technical Note 2367, augments Special Database 302, which NIST initially released in 2019. The database contains prints gathered in laboratory conditions from 200 volunteers who handled objects such as circuit boards, dollar bills, and postage stamps. Prints were recovered using methods commonly employed by crime scene investigators.

Since the initial release, more than 1,000 research organizations from over 90 countries have downloaded the dataset. The latest update completes the annotation of all 10,000 prints, adding color-coded quality regions that indicate where ridge detail is clear versus smudged or incomplete. These annotations serve as ground truth for training fingerprint identification algorithms and educating new forensic examiners.

The release is separate from NIST’s existing fingerprint quality standard, NFIQ 2, which was developed in collaboration with Germany’s BSI and focuses on operational fingerprint capture quality for enrollment and verification. OpenLQM addresses a different use case: assessing the evidential quality of latent prints that may be partial, smudged, or degraded.

The open-source release makes previously restricted forensic technology available to defense experts, academic researchers, and international law enforcement agencies that lacked access to the original LQMetric tool. For developers building automated fingerprint identification systems, OpenLQM provides a standardized quality benchmark that can be integrated directly into processing pipelines.

NIST said the software and data are available for download through its website and the fingerprint research portal at fingerprint.nist.gov. The agency continues to maintain its broader biometric quality evaluation programs, including ongoing work on iris and face image quality standards.
