Niger Signs Deal With Libyan Firm for National e-ID and Biometric Passport System Amid Security Push

Niger has signed new agreements to develop a national electronic identification system and biometric passport infrastructure. The Memorandums of Understanding (MoUs) were formalized on June 27 between Niger’s Interior Minister Maj-Gen Mohamed Toumba and Wissal Samtali, director of Libyan biometrics firm Al Itissan Al-Jadeed, which will lead the projects under a public-private partnership model.

The initiative aims to establish a comprehensive digital identity ecosystem designed to modernize citizen identification and enhance access to government services. The agreement outlines the creation of both electronic ID cards and biometric passports, helping to prevent identity fraud, improve the efficiency of public administration, and streamline citizens’ access to financial and government services. The projects will operate under a 15-year concession, allowing Al Itissan Al-Jadeed to recover costs through fees collected from passport and ID-card issuance.

Regional Context and Security Considerations

Niger’s decision comes amid significant shifts in West African identification systems. The country, alongside Mali and Burkina Faso, formally exited the Economic Community of West African States (ECOWAS) on January 29, 2025, and has since announced plans to issue new biometric passports as part of a coordinated initiative among the Alliance of Sahel States. The move reflects not only administrative changes but also security considerations, as Niger’s government has stated that stronger identity documents are needed to curb cross-border insurgency, especially following reduced security cooperation with ECOWAS.

The biometric passport system will comply with international standards for travel documents, improving cross-border mobility for Niger’s citizens while bolstering national security. A pilot enrolment phase for the electronic ID cards is expected to begin in the fourth quarter of 2025, with full-scale biometric passport issuance scheduled for the first quarter of 2026.

Digital Transformation and Privacy Concerns

Niger’s efforts echo a broader trend of digital identity adoption across Africa. Earlier this year, the Democratic Republic of Congo launched its national digital ID system, while Madagascar awarded an €18 million contract for biometric identification infrastructure to a consortium including Idemia and Thales. Additionally, Mauritius rolled out its own digital ID system to provide streamlined access to hundreds of online government services.

While Niger’s agreements represent a milestone in modernizing identification systems, civil society groups have expressed concerns about privacy and data protection. Niger currently lacks a dedicated data protection law, raising questions about how citizens’ biometric and personal data will be secured and used once mass enrolment begins. Observers note that robust legal frameworks will be essential to ensure that the country’s digital transformation balances security and efficiency with individual privacy rights.
