Neurotechnology Launches MegaMatcher Voter Management System

Neurotechnology has announced the launch of the MegaMatcher Voter Management System. The product is purpose-built for election commissions and combines voter list management tools with biometric verification, integrating with the company’s existing MegaMatcher Identity Management System and MegaMatcher Automated Biometric Identification System.

The MegaMatcher Voter Management System provides an electoral administration platform spanning the full voter lifecycle: district mapping and workspace management for different election types, eligible voter filtering synchronized with central civil registries, flexible polling station assignment, regulatory-compliant voter list generation, QR code generation for expedited registration, an integrated voter portal with online pre-registration, and election-day biometric verification.

The biometric deduplication layer, delivered through the ABIS integration, is designed to detect and remove duplicate voter registrations, underage suspects, and ineligible records. MegaMatcher ABIS supports fingerprint, face, iris, palmprint, and voice biometric modalities, building on the enhanced MegaMatcher ABIS capabilities updated in 2025, which improved accuracy across fingerprint, iris, and facial modalities for large-scale population databases. The system’s multi-modality support also draws on Neurotechnology’s multimodal MegaMatcher ID toolkit, which unified those modalities under a single developer API.

Neurotechnology has an established track record in electoral biometrics. In Liberia’s 2023 general election, its biometric voter management technology processed 2.47 million voter registrations over six weeks, detecting 27,192 duplicate records and 529 underage suspects. The country has since planned biometric election-day verification for 2029 as a continuation of that program. In Ghana’s 2020 election, the system deduplicated 17 million voter records and identified nearly 16,000 duplicate registrations. The company has also supported elections in Bangladesh, Sierra Leone, and Kenya.

Neurotechnology Director Irmantas Naujikas said trustworthy elections demand a reliable electoral process that guarantees the principle of one person, one vote.
