Namibia Prepares to Roll Out National Digital ID System

Namibia is finalizing preparations for the launch of its national digital identity system, part of a broader effort to enhance access to services and strengthen digital governance. The project is being led by the Ministry of Home Affairs, Immigration, Safety and Security (MHAISS) in collaboration with the United Nations Development Programme (UNDP) and other development partners.

Namibia will become the first country to implement the Model Governance Framework for Digital Legal Identity, introduced by UNDP in 2023. The framework promotes secure, inclusive, and rights-based digital identity systems, focusing on protecting personal data, ensuring accessibility across vulnerable populations, and building public trust in digital government services.

The new identity system will be supported by the Civil Registration and Identification Act, 2024, which consolidates existing laws on births, deaths, marriages, and identity documentation. The Act aims to integrate civil registration with the national ID system, facilitating easier access to services while embedding stronger safeguards around data handling and individual privacy. Although a standalone data protection law has not yet been finalized, the new legal framework includes key privacy principles.

To fund the rollout, the government has allocated N$70 million (approximately USD 4.7 million) as part of a broader N$7.4 billion budget for MHAISS, according to The Namibian. Authorities have emphasized the need for widespread public awareness campaigns to ensure that citizens understand the benefits of the system and how to access it once operational.

In parallel with the national rollout, Namibia has launched an initiative to issue biometric identity cards to refugees living within its borders. These “African Guest Identity Cards” are intended to provide displaced individuals with official recognition and access to essential services such as healthcare and education.

The digital ID initiative forms a central part of Namibia’s broader digital transformation strategy, aimed at driving economic development and improving service delivery through secure digital infrastructure. With its focus on inclusivity and human rights, Namibia’s approach is being closely watched as a potential model for other countries pursuing national digital ID systems.
