NADRA Technologies Limited (NTL), the commercial arm of Pakistan’s National Database and Registration Authority, has signed a memorandum of understanding with Identity360 Global to jointly deliver AI-based digital identity and biometric onboarding solutions across public and private sectors in Pakistan.
The MoU, announced on April 15, 2026, establishes a non-binding framework for cooperation on digital onboarding, touchless identity verification, and biometric authentication services. Target deployment sectors named in the announcement include financial services, telecommunications, and government platforms. Identity360 Global is a venture of EPL (Private) Ltd, a Pakistan-based technology group.
Stated goals for the partnership include faster customer onboarding, fraud prevention, and regulatory compliance, particularly for know-your-customer processes in banking and telecom. The parties did not disclose contract value, deployment timeline, named pilot customers, or specific biometric modalities that will be covered under any eventual commercial agreement.
NTL has been expanding its commercial verification footprint over the past year. NADRA formally rolled out Nishan Pakistan, a unified identity verification platform, offering regulated entities API access to the national identity database for real-time identity checks. Earlier, NADRA launched nationwide biometric bank deposit services through its e-Sahulat platform, tying financial transactions to the national biometric registry.
The agency has also been working on security posture for its expanded commercial rails. NADRA launched a Bug Bounty Challenge 2026 in February to identify vulnerabilities in its digital identity systems ahead of wider private-sector integrations.
The NTL-Identity360 MoU does not itself commit either party to a specific procurement, but it signals the direction of Pakistan’s digital identity market, where government-adjacent commercial entities are building partnerships with domestic technology firms to serve the regulated onboarding needs of banks, telecoms, and government digital services. Pakistan’s banking sector has been under regulatory pressure to modernize KYC processes, and NADRA-authenticated verification is one of the main channels available for compliance.
