Morocco Signs Cooperation Agreements with iDakto and ShareID for National Digital Wallet

Morocco’s Ministry of Digital Transition and Administrative Reform has signed cooperation agreements with French firms iDakto and ShareID to support development of a national digital identity wallet, the ministry announced February 12.

The project sits within Morocco’s broader Idarati X.0 public-sector digital modernization program and is designed to provide secure digital identity infrastructure for accessing public services and conducting online transactions.

The wallet builds on a major digital ID agreement signed in 2025 that aligned the ministry and the General Directorate of National Security (DGSN) under the Digital Morocco 2030 strategic framework.

The ministry described the initiative as a significant step in the country’s digital transformation and in deploying trusted identity services for citizens. Secondary coverage reports an implementation horizon of roughly six months for initial delivery phases, though official ministry materials did not specify a launch timeline.

Morocco has been systematically building out biometric identity infrastructure in recent years. The wallet becomes part of the same ecosystem that Morocco’s E-Police platform already taps for identity verification in law enforcement and public safety contexts.

The national digital wallet effort rests on biometric credential foundations established when IDEMIA won a biometric ID contract in 2019 to modernize Morocco’s national identification card program with fingerprint and facial recognition capabilities.

iDakto and ShareID will provide technical expertise for the wallet architecture, though specific roles and technical specifications were not detailed in the ministry announcement. Neither company has previously appeared in ID Tech Wire coverage of digital identity implementations.

The agreements were signed under ministerial supervision and framed as part of Morocco’s strategy to improve citizen access to digital government services through secure, interoperable identity verification mechanisms.

If delivered on schedule, the wallet could become core infrastructure for digital access to public services across Morocco’s government agencies. The system may also extend to private-sector authentication use cases, following patterns seen in other national digital wallet deployments that begin with government services and expand to commercial applications.

The project reflects Morocco’s broader push to digitize government operations and reduce reliance on paper-based processes. The Idarati X.0 framework encompasses multiple digital government initiatives, with the digital identity wallet serving as enabling infrastructure for secure online interactions between citizens and public agencies.

Implementation success will depend on citizen adoption rates, technical integration with existing government systems, and the ability to scale the platform across Morocco’s administrative infrastructure while maintaining security and privacy standards.
