Mijas Issues Tender for Cloud-Based E-Administration Platform with Biometric Signature Devices

The City Council of Mijas, in Spain’s Málaga province, has launched a public tender aimed at overhauling its administrative systems through a comprehensive e-administration platform.

The contract calls for the leased provision of a cloud-hosted platform hosted on external servers, along with software updates and technical assistance to support ongoing operations. It also includes the delivery of 15 biometric signature capture terminals, biometric software, and a suite of professional services covering consulting, training, and data migration.

Structured as a “contrato mixto”—a mixed contract that combines goods and services—the initiative reflects the growing push among Spanish municipalities to modernize public services using digital identity infrastructure. Mijas’ project is part of a broader shift in Europe toward secure, cloud-based platforms that integrate biometric technologies for identity verification, document authentication, and streamlined service delivery.

Spain has played a leading role in this space, with earlier initiatives including digital ID rollouts and secure credentialing programs at both the national and local levels. The Mijas tender echoes similar efforts in other European regions, such as Norway’s €10 million procurement for e-government systems and France’s upcoming launch of mobile-based digital identity cards linked to its Carte Vitale healthcare system.

The move demonstrates a strategic investment in digital governance, reinforcing the importance of biometric authentication and cloud technologies in delivering secure and efficient municipal services.
